Administrative Department Head for the Culture Administration in Malmö
Do you want to lead and develop the administrative staff that supports and directs the important work of the Culture Administration for the growing cultural city of Malmö? We are now looking for an administrative department head who wants to play a central role in leading the Culture Administration's work with operational planning, governance, quality, committee work with case management, culture-driven urban development, and shared administrative processes.
The Culture Administration in Malmö City works to ensure that all residents and visitors have the opportunity to engage in and create culture. Through collaboration, knowledge, analysis, and professional support, we create conditions for a rich cultural life that contributes to the city's social, creative, and democratic development. In this assignment, the administrative department is a key function for an efficient and professional working method — and now we are looking for you who want to lead and develop this important work.
Responsibilities
As the administrative department head, you will lead, develop, and coordinate the administration's administrative staff with a focus on the secretariat, committee processes, governance, quality, case management, and culture-driven urban development. You are responsible for creating effective, legally secure, and well-functioning processes to support both politics and operations, ensuring that political decision-making materials are of high quality.
You will play a central role in creating structure, clarity, and quality in governance and planning processes. You will lead and coordinate the work between the secretariat, operational support, and other departments, actively contributing to strengthened collaboration both within the administration and with other parts of Malmö City.
You will also:
- Be a professional support to politics and other departments and steer when necessary
- Provide both strategic and operational support to the cultural director
- Participate in the management team's joint development work
- Develop roles, working methods, and routines within registration and archives
- Be the convener and chair of staff meetings and union cooperation
- Contribute to the internal culture and working methods of the entire staff
- Be responsible for goals, finances, personnel, and quality within your area of responsibility
- Contribute to defining, structuring, and coordinating work with culture-driven urban development and cultural heritage in close collaboration with relevant stakeholders
You will be part of the administration's management team and report to the cultural director.
Qualifications
We are looking for someone who has:
- A university degree of at least 180 credits in areas such as economics, HR, law, or another relevant field
- Several years of experience in a qualified managerial or leadership role within public administration
- At least two years of experience in qualified administrative assignments
- Documented experience in committee work and case management
- A good understanding of the interaction between politics and operations
- Very good Swedish language skills and good English skills in both spoken and written form
Desirable experiences:
- Further education in leadership, governance, and/or public law
- Leading managers and qualified employees
- Experience with public cultural activities
- Change or development work in larger organizations
- Urban development issues, cultural heritage, or cross-sectoral collaboration
- Administrative legislation
- Good familiarity with digital tools and systems for structure and follow-up
You are relationship-building, outgoing, and skilled at building and maintaining professional contacts. You have a good overall perspective and act in the best interest of the administration. You demonstrate good judgment, make wise trade-offs and priorities even when information is complex and many interests need to be balanced. Your quality awareness ensures that you work carefully, structured, and with a strong focus on achieving high-quality standards. You are also stable and maintain calm, with the ability to focus on what is most important.
About the Workplace
The Culture Administration is one of Malmö City's 14 administrations. The Culture Administration consists of 8 departments that drive cultural activities (libraries, cultural schools, Malmö Art Hall, Malmö Museum, Malmö Art Museum, cultural events & meeting places, city archive, culture & society including cultural support) and 4 departments that make up the staff (administration, HR, finance, communication). Our common mission is to create welfare and sustainable community development with culture as a driving force together with the residents of Malmö.
